Halligan, a native of Paoli, Pennsylvania, joined the Explorer family in the fall of 2022 following a coaching stint at The Haverford School. He currently serves as a coach for the Olympic Development Program's northeast zone development team and the Wissahickon Community Aquatic Club. Halligan played water polo for five years at Loyola Marymount where he graduated with a bachelor's in psychology, and played four years of water polo at La Salle College High School.
